Consolidated Annual Performance Evaluation Report (CAPER)
At the end of each program year, the County evaluates progress made in meeting its objectives through housing and community development activities and presents this information to the citizens of the County in the form of the CAPER. This report provides a summary of funds made available to carry out activities and describes how funds were spent during the program year beginning August 1 and ending July 31.
The U.S. Department of Housing and Urban Development (HUD) requires that the CAPER be submitted to their office of Community Planning and Development no later than 90 days after the end of the program year. Prior to submittal, the County invites feedback during a two-week public review period of the CAPER. Residents are invited to review the CAPERs previously submitted, and participate in the next review process.
2010 CAPER
The CAPER provides Douglas County the opportunity to share its 2010 CDBG program year accomplishments with residents. The report was submitted to HUD on October 30, 2011.
Community Development Block Grant (CDBG) funds can be used to benefit low- and moderate-income residents of the County through activities related to housing, public services, public facilities, economic development, infrastructure, and property improvements. During the 2010 program year, Douglas County received an allocation of $897,360 in CDBG funding. In addition to the allocation, $101,462 was reprogrammed from previous program years. As of the date of this CAPER submittal, $900,945 or 89 percent, of the 2010 annual allocation had been expended.

2010 Funding Forum
A Funding Forum was held on the morning of November 10 in Douglas County. The purpose of the event was two-fold: first, to facilitate a connection between organizations searching for new funding sources with organizations that have grants to give or expertise to share; and second, to reach out to new organizations that have yet to apply for CDBG funding. State, federal and local funding and support organizations and foundations were contacted and invited to attend and meet with local governments and non-profit organizations that serve Douglas County.
The Forum consisted of a resource fair and panel discussions. The event provided networking opportunities and an exchange of information for the 128 people who attended which included 104 representatives of non-profit organizations and local governments, and 24 representatives from the funding and support community. There were just under 60 non-profit organizations and local governments represented, of which 27 were new contacts for the CDBG program. Through the Funding Forum, many organizations offering supportive services to other organizations that help locally in our community and throughout the metro area were introduced. Many of those organizations provide technical assistance, primarily to non-profit organizations. HUD's 2009 Annual Community Assessment [534KB]
HUD released their assessment of the Douglas County CDBG program for the 2009 program year, Aug. 1, 2009 to July 31, 2010. The assessment stated that, "Overall, Douglas County appears to be making strides in providing affordable housing and addressing its community development needs."

Douglas County and the Women's Crisis and Family Outreach Center won a 2010 National Association of Counties award for their collaborative effort to develop an emergency shelter.
