Section 8 Program

The Section 8 Program provides housing subsidies to qualified applicants who locate rental units in the private market with participating landlords. Under this program, the applicant pays approximately 30 percent of his or her adjusted income for rent and utilities, and the housing authority pays the balance of the fair market rent to the private landlord. Non-resident tenants in this program are required to live in Douglas County for the first 12 months of their participation.

Douglas County Housing Partnership

The Douglas County Housing Partnership (DCHP), a multi-jurisdictional housing authority, was formed as a cooperative effort between businesses, and local and county governments to address the lack of affordable housing for people who work in the area.

The DCHP operates with financial support from the City of Lone Tree, the Towns of Castle Rock and Parker, and Douglas County as a political subdivision and public corporation of the State of Colorado.

Funding is available through the Douglas County Housing Partnership (DCHP) as downpayment assistance for each individual or family who meets the basic requirements of the First-Time Homebuyer Program.

Colorado Housing and Finance Authority (CHFA)

The Colorado Housing and Finance Authority (CHFA) provides funds to finance the places where people live and work throughout Colorado. CHFA has been making dreams come true for more than 30 years.

Colorado Housing Search is jointly sponsored by the CHFA and the Colorado Division of Housing (CoDOH) as a public service to residents of Colorado. The site was developed through collaboration of multiple agencies with a common stake in developing, financing, and preserving affordable housing throughout Colorado.

Goals are to:

• Help Coloradans find and maintain quality, safe and decent places to live
• Provide a clearinghouse for affordable housing and related services
• Facilitate operating efficiencies in the affordable housing market

Homeownership Program

The DCHP will offer funding to low- and moderate-income households to increase their accessibility to affordable homeownership opportunities. The Homeownership Program (HOP) will use funding to aid participants in becoming homeowners by providing down payment, purchase, and closing cost assistance.

Through this program the DCHP will also offer first-time homebuyer education classes to County residents on a monthly basis. The classes will use a curriculum established by the Colorado Housing and Finance Authority (CHFA) and the Fannie Mae Foundation and focus on providing awareness of the process of purchasing and maintaining a home.

Housing Nexus Study

Economic and Planning Systems (EPS) was retained by Douglas County to complete a Housing Nexus Study. This project included the following major components:

• Economic Profile: An assessment of employee recruitment and retention issues, the business community’s perspective on the issues, transportation costs and commuting;
• Housing Market Analysis: An assessment of ownership prices, rental rates, supply, affordability; and
• Nexus Study: An analysis that quantifies the connection and relationships between new housing development, the generation of new service sector jobs (and other selected industries), and the resulting demand for affordable housing.
