Types of projects: Projects should improve and replace existing infrastructure that is inadequate in meeting the needs of Douglas County's income-qualified residents.
Goal: Improve existing and provide for new infrastructure where appropriate to enhance the quality of life for low- and moderate-income residents.
Objective: Provide leveraged funds for public infrastructure improvements such as water and sewer, drainage, accessibility modifications, sidewalks, and road paving in CDBG eligible areas.
Current Projects
The following property improvements projects are in process or will be in process soon, and were funded, in part, with CDBG funds.
2009 Water System Treatment and Distribution Project
The Sedalia Water and Sanitation District (SWSD) currently provides water services and fire protection to 215 residents as well as commercial users in the unincorporated area of Sedalia. The mission of the SWSD is to provide a safe, reliable, and sustainable water supply to the entire community at the lowest cost possible, in an environmentally responsible manner.
In October of 2008, the SWSD was informed that the Colorado Department of Public Health and Environment (CDPHE) completed an evaluation of Sedalia’s groundwater, and determined two of the alluvial wells were under the direct influence of surface water. The wells must be rehabilitated to either upgrade the treatment system or Sedalia must discontinue use of the infiltrated groundwater (wells). The SWSD chose to upgrade the treatment system, including filtration and chlorination, to address the State’s requirements. In 2009, a grant of $235,000 was allocated to upgrade the water system, and funds will be used for the addition of filtration of the alluvial wells.

Completed Projects
The following infrastructure projects were funded, in part, with CDBG funds.
The Town of Castle Rock
In 2010, a grant of $131,821 was awarded to the Town of Castle Rock to complete sidewalk intersection ramp improvements for ADA accessibility in downtown Castle Rock. This area is located entirely within eligible CDBG target areas. These funds would allow for the improvement of up to 30 ramps. Since Castle Rock serves as the county seat of Douglas County, these infrastructure improvements will improve the accessibility of critical services for income-qualified and disabled residents, allowing them to safely access their local government services and enjoy this public space. The improvement to this pedestrian space also supports the overall goals and objectives of the Downtown Master Plan and will serve to enhance the economic vitality of Castle Rock’s downtown area. The contract to use the funds was executed in late 2010, and the Town expects the project will be underway in the early spring of 2011.
