Annual Action Plan – you can participate!

Each year, HUD requires that an Annual Action Plan be submitted as an application for the County’s funding before grants can be allocated to individual applicants. Twenty applicants submitted a 2012 request for CDBG funding in February. Those applications have now been reviewed and the CDBG Advisory Board has made their recommendations for funding in 2012. Please join us at the CDBG Open House on May 24, 2012 to learn about the recommendations and the CDBG program. The Open House will be held from 4:30 to 7:00 p.m. at the Douglas County Offices, 100 Third Street, Castle Rock.

The Board of County Commissioners will hold a public hearing to review the recommendations and all public comments regarding the Annual Action Plan on June 12 at 2:30 p.m. to make a final determination on the recommendations. You are invited to attend the public hearing on June 12.

The Draft Annual Action Plan is available for your review and comment. You may also view a hard copy at the Douglas County Planning Division, 100 Third St. in Castle Rock. Community Assessment

Each year HUD conducts an annual review of Douglas County’s performance related to the CDBG program, to determine if it’s in compliance with the statutes and has the continuing capacity to implement and administer the programs for which assistance is received.  HUD has provided their assessment of the program for the 2010 program year.

The program also requires that 60 days before the end of the current program year, the amount of the grant funds that has been distributed cannot exceed 1.5 times the grant amount for the program year.  Based on HUD’s analysis, the County expenditure ratio was 0.97, well below the 1.5 program standard requirement.

According to HUD, the County appears to be carrying out its approved program substantially as described n its Consolidated Plan and is working to carry out its program in a timely manner.  Click on the icons below to view HUDs initial assessment, the County’s response and HUDs final Community Assessment.

2010 Consolidated Annual Performance and Evaluation Report (CAPER)

At the end of each program year, the County evaluates progress made in meeting its objectives through housing and community development activities and presents this information to the citizens of the county in the form of the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER provides Douglas County the opportunity to share with residents the accomplishments achieved in the 2010 CDBG program year. This report provides a summary of funds made available to carry out activities and describes how funds were spent during the program year beginning August 1, 2010 and ending July 31, 2011. The U.S. Department of Housing and Urban Development (HUD) requires that the CAPER be submitted to their office of Community Planning and Development no later than 90 days after the end of the program year; therefore, this report was submitted to HUD on October 28, 2011. Annual Action Plan

Each year, HUD requires the Annual Action Plan be submitted prior to federal funds being allocated to applicants. The final Annual Action Plan has been approved by HUD. The document includes the CDBG Advisory Board’s recommendations and the Board of County Commissioner's approval of the projects selected and funding levels suggested for 2011. A chart in the Annual Action Plan shows a snapshot of the projects, funding levels and the percentage allocated from the overall grant by project.

Douglas County's Focus on Fair Housing

Douglas County is in the process of updating the Analysis of Impediments to Fair Housing Choice (AI) through research and community input from meetings and surveys.
