Douglas County and the Town of Parker are cooperating in the design, funding, and construction of the Hess Road Extension project (I-25 Castle Pines Parkway Interchange to Chambers Road). Please refer to the attached project exhibit for a location description. The Hess Road Extension project will grade a four-lane arterial roadway section, but only two-lanes (one in each direction) will be constructed initially. This will allow Hess Road to be readily expandable to four-lanes in future years.
The project is anticipated to be completed in two phases. On October 13, 2009, the Board of County Commissioners approved a construction contract to Hudick Excavating, Inc. for the Hess Road Extension - East Phase (1st phase). This phase begins at Chambers Road and extends 1.42 miles to the west. Fourteen bids were accepted for the above-referenced project. The East Phase (1st phase) is scheduled to be completed in June 2010.
The County's current plan is to advertise the West Phase (2nd phase) construction plans for competitive bids in early 2010 (February or March) that will complete the Hess Road Extension project to I-25. According to a recent roadway agreement, the County will complete the project by July 1, 2012. Engineering Staff is optimistic that the project will be open to traffic by the end of year 2011.
