Article 10, Section 20 of the Colorado Constitution is the Taxpayer's Bill of Rights, also known as TABOR. Section 3(b) of the Taxpayer's Bill of Rights states that a ballot information booklet is to be mailed to registered electors as a notification that one or more ballot measures may result in an increase in taxes or debt. This ballot booklet is commonly referred to as the TABOR Book and contains information about these ballot measures along with a pro and con statement provided by proponents and opponents of the ballot measure.
The Douglas County TABOR Book is mailed and posted to this website generally 3-5 weeks before an election. Not every election has TABOR questions on the ballot and so not every election will have a TABOR book.
