Community Planning and Sustainable Development (CPSD) has a pivotal role in managing and protecting the County's resources (land, water, minerals), environment and quality of life. The Department assists the Board of County Commissioners with recommendations to ensure that the County grows in a manner that is fiscally sound and economically beneficial to the County and its taxpayers and businesses. Meeting both responsibilities in a growing environment presents considerable challenges and opportunities.

CPSD consists of: Building; Engineering; Parks, Trails, and Building Grounds; and Planning Services. The Douglas County Building Division provides professional building inspection and permitting services to all unincorporated areas of Douglas County to ensure compliance with building codes as amended and adopted by the Board of County Commissioners.

Additional building permit information may be accessed 24 hours a day, seven days a week via our Online Services or through the Interactive Voice Response System (IVR) at 303-660-7497.

The Engineering Division reviews and approves construction plans and reports for new development, both subdivisions and commercial site plans. All capital improvement projects go through Engineering.  All construction permits and grading permits (excluding building permits) are issued by the Engineering Division as well. In addition all inspection of the construction of public infrastructure is performed by the Engineering Division.

The Engineering Division works in accordance with sound engineering principles and practices providing oversight, design, construction, operation, maintenance, and implementation of infrastructure and program needs for Douglas County in compliance with adopted criteria, policies, and procedures.

To serve as stewards for resource management by providing the design, development, maintenance, and patrol of all Douglas County local and regional parks and regional trail systems. 

Funding: Local and regional parks and amenities are funded in part by a sixth-of-a-cent Parks, Trails and Open Space Sales and Use Tax. The Division also requests an annual budget and property taxes from the General Fund are appropriated for the construction, operation, and maintenance of regional parks, trails, and the purchase of capital equipment. Proceeds from the Colorado Lottery are placed into the Conservation Trust Fund and are dispersed quarterly to the County for regional park and trail construction.

Priorities: Douglas County Parks and Trails Division maintains local and regional parks, and regional trails. Future plans include:

  • Final completion of the southern most section of the Cherry Creek Regional Trail and local linkages to this spine trail;
  • Construct additional portions of the trail on the East-West Regional Trail;
  • On-going development of safe and accessible, on-road bicycle lanes;
  • Improvements will be made to existing parks as determined by staff and the Parks Advisory Board;
  • Additional fields, upgrades to existing fields, and services are planned for select regional parks.

Facilities in developed parks may include irrigated bluegrass and synthetic sport fields, basketball courts, volleyball courts, group picnic shelters, playgrounds, dog off-leash parks, driving ranges, and restrooms.

Communities do not just happen.  Choices concerning the development of communities should reflect widely held community values that consider citizen health, safety, conservation of resources, efficiency, beauty and equity.  The vision of the County’s citizens is embodied in the Comprehensive Master Plan (CMP), the keystone to the County’s growth management program.  Planning Services facilitates implementation of the CMP through review of land use applications, which are presented to the Board of County Commissioners as the decision-making body. The vision of the CMP is further expressed in policy and regulatory documents, including the Parks & Trails Plan, Transportation Plan, and Subdivision and Zoning Resolutions. 

Planning staff evaluates land-use proposals for conformance with the regulations and CMP goals and policies.  The division also handles addressing for the County; provides zoning compliance; issues sign permits; and provides site development administration for nonresidential construction.  In addition, administrative support is provided to the Planning Commission and the Board of Adjustment.

Another part of planning is dedicated to economic development. Douglas County is dedicated to helping businesses thrive, and find the necessary tools and resources to make them successful.

How do I report or request traffic signal information, or report a malfunctioning traffic signal?

Where can I find information regarding the Grading, Erosion and Sediment Control (GESC) Manual?
The GESC Permit Program implements effective erosion and sediment control Best Management Practices (BMPs) as a standard for all land disturbance activities to reduce increases in erosion and sedimentation over pre-development conditions. Download a version of the GESC Manual.

What is Stormwater Management?
Stormwater runoff is a valuable resource if handled wisely, with increased water supply volumes and enhanced open space quality being just two of the benefits. Inadequate stormwater management can result in flooding, infrastructure and property damage, etc., and excessive financial burdens are placed upon Douglas County due to flood damage repairs or increased operation and maintenance costs.

What are Capital Improvement Projects (C.I.P.) and where can I find information about current projects?
C.I.P. projects are funded by the County or through grant dollars. They include the replacement or construction of bridges/culverts, paving and widening of existing roadways and construction of new regional roadway arterials. Paving of existing local residential gravel roads are accomplished through the use of Local Improvement Districts (LID) administered through the Engineering Division. How can I obtain information about engineering permits including right-of-way, GESC low impact, construction, grading, GESC permit, temporary and permanent access, and oversize/overweight moving permit?

Where can I find the Roadway Design and Construction Standards Manual?
All subdivisions, re-subdivisions, planned developments, or any other proposed construction must meet the approval criteria listed in the Douglas County Engineering Subdivision Regulations.

Where do I find information about paving gravel roads?
There are roughly 135 miles of County-maintained residential, gravel roads within 34 subdivisions. There are also many miles of private gravel roads, not maintained by the County. Some residents within these subdivisions have expressed a desire to have these roads paved. The County has developed two paving options for residents in subdivisions having gravel roads.

Miscellaneous FAQs

How do I request a Special Event Permit for a parade, Bike Ride or Race, Walking or Running Race?
Learn more about what types of activities require a special event permit and the associated fees.

In Douglas County, a special event is defined as any event which cannot be held on a county road, street or other right-of-way and at the same time comply with applicable traffic statutes or ordinances. Special events include, but are not limited to, parades, fairs, exhibitions, motion picture filming, bicycle events, foot races or walks. Special events do not include events taking place away from a road which, due to the number of persons in attendance, create traffic congestion on a road before or after the event.

This Special Event permit criteria does not apply to use of private property. If you are planning an event that will take place on private property in Douglas County, please contact Douglas County Planning Services at 303-660-7460.

Neighborhood block parties do not fall under this criteria either. Permits are not available for block parties in Douglas County, which means block parties are not allowed to occupy public roadways or rights-of way. Where can I take downed tree limbs?
Douglas County Public Works Operations offers a slash/mulch program where residents can bring their slash or downed tree limbs. Slash is accepted usually from Spring to Fall.

How do I get rid of trapped or deceased animals or wildlife?
The number to call depends on the area in which the animal is located. The Douglas County Sheriff's Office Dispatch at 303-660-7500 can help lead you in the right direction.

Where can I recycle in the County?
Douglas County, in cooperation with the Douglas County Green Partners, created a Recycle/Reuse Resource Guide. The Recycle/Reuse Resource Guide is not all-inclusive and is subject to change as listed options may be added or eliminated. As a result, it is recommended that the company/organization providing services be contacted prior to any planned delivery of items for recycling or prior to responding to any Guide listing.

Where do I report a pothole?
Douglas County's Public Works Operations handles pothole issues. Potholes occur when water permeates the pavement and softens the soil beneath it, creating a depression in the surface of the street. Because freeze/thaw cycles accelerate the process, many potholes surface during the winter and spring months. Please call 303-660-7480 or e-mail pwoperations@douglas.co.us to report a pothole.

To report a malfunctioning street light, you will need to contact Xcel Energy or IREA depending on the electrical carrier in that neighborhood.

How do I reserve a park shelter?
To reserve a park shelter, please contact Parks and Trails at 720-733-6990. Visit our park shelter web page for information on costs and capacity.

How do I reserve a sports field for a soccer, football or baseball game?
The Division of Parks and Trails has athletic fields available for reservation throughout the year. Note: Fields are reserved by historical use. Historical reservation requests are processed in February for the entire year. Requests for availability after February are processed in the order in which they are received. To check on the availability of a field or to place a reservation, call 720-733-6990. All fields listed are ADA accessible.

What activities are allowed at Bingham Lake in the Pinery?
Fishing is allowed without a fishing license. Catch and release is encouraged. Boating (motorized and unmotorized) and swimming are not allowed. For questions, please call 303-660-7337.

How do I find out if a Douglas County field is open or closed due to inclement weather?

Where can I find a Dog Off-Leash Park in Douglas County?
Douglas County is pleased to offer four fenced-in off-leash areas for your canine companions. Dog park users must adhere to all posted rules and regulations. Pet waste removal bags are provided at each location. Please help keep these areas open by cleaning up after your dog. Remember, dogs are allowed off-leash ONLY in these designated areas.

Who do I contact to sign my child up for sports? Where are the Recreation Centers in Douglas County?
Douglas County Parks, Trails, and Building Grounds does not have a recreation department. Please contact individual organizations for more information on sports services provided. Please note that the link to individual organizations may not be all-inclusive.

How do I start the development process for a commercial business, subdivision, etc.?

How do I get a copy of my plot?
Plots of individual pieces of property are called Improvement Location Certificates (ILC's) or Foundation Improvement Surveys, which can be obtained from the Building Division. Please e-mail them at DCBuilding@douglas.co.us or call them at 303-660-7497.

How do I get a copy of a plat?
A plat is a map and supporting materials of certain described land prepared in accordance with the Douglas County Subdivision Resolution and can be obtained by contacting the Recording Division of the Douglas County Clerk & Recorder's Office at 303-660-7446.

Do you have a developers' list for Douglas County?
Douglas County does not maintain a developers' list.

Do you have a list of current projects taking place throughout the County?
A list of current projects available in Douglas County depends on what type of projects you are interested in.

How do I get a copy of minutes from a previous Planning Commission meeting?

How do I find out what the future land uses are in an area or for a specific property?
It is best to call Planning Services at 303-660-7460. If you know the property address or state parcel number, that will be helpful.

Where can I find information on setbacks?
Each zoning district has different setback requirements. Find out the zoning of the property and then visit the Zoning Resolution to determine setback requirements. Properties zoned Planned Development may have different setback criteria. Please call Planning Services at 303-660-7460 for more information.

How do I find information about the Community Development Block Grant Program (CDBG)?
The CDBG is a grant program of the U.S. Department of Housing and Urban Development (HUD) administered by Planning Services. Zoning FAQs

How many animals can I have on my property?
The number of animals you can have on your property depends on the zoning of the property and the number of acres. Please visit Section 24 Animals of the Douglas County Zoning Resolution.

How is my property zoned?
Zoning maps are available online. Depending on the location of the property, it may be hard to determine the zoning from this map. Below are some directions for our online mapping tool, MapIT. You may also call Planning Services at 303-660-7460.

What uses are allowed in my zoning district?
The Douglas County Zoning Resolution contains information on the various uses allowed in each zoning district.

Can I have a beehive in my backyard?
If your property is zoned Agriculture–1 (A-1) or Large Rural Residential (LRR), bees are allowed as a principal use, meaning that hives are allowed without a primary residence. On all other residential zone districts, bees are allowed as an accessory use, once a principal use is established. An accessory use is a use naturally and normally incidental to, subordinate to and devoted to the principal use.

How do I file a complaint about my neighbors' trash, debris, trailer, mound of dirt, excessive animals, etc.?
The problem could possibly be a zoning violation, which can be reported by calling one of our Zoning Compliance Officials at 303-660-7460.
