The Douglas County Community Planning and Sustainable Development Department plays a pivotal role in the management and development of Douglas County's natural resources - land, water, minerals; the environment; and quality of life as reflected in the County's Comprehensive Master Plan (CMP). The Zoning Resolution is an important implementation element of the CMP. Zoning is intended to address the public health, safety and welfare and, in general, establishes the standards for what is permissible, while not giving specific final approval for building or development. Zoning does for a county what rooms do for a home in dividing the living, working and production areas so that each area may best serve its special purpose while being physically connected to other activities. Zoning provides predictability for purchasers and lenders of home sites or business properties and encourages the most appropriate use of land.
