C-470 Corridor Environmental Assessment

In February 2006, CDOT and the Federal Highway Administration (FHWA) signed the C-470 Corridor Environmental Assessment (Kipling Parkway to Interstate 25). However, the project has not advanced primarily due to of lack of funding and lack of support of the proposed Tolled Lanes Alternative by several of the adjacent local government agencies. CDOT / FHWA proposed the addition of two variable rate toll lanes in each direction of C-470 (between Kipling Street and Interstate 25). CDOT’s proposal to add tolling lanes adjacent to the existing general purpose lanes is opposed by Douglas County. Douglas County believes that CDOT / FHWA Tolled Lanes Alternative for C-470 creates forced congestion on existing free lanes, and would also likely divert additional traffic onto the local streets of the adjacent counties and cities, and may also create significant safety issues. The Douglas County Board of County Commissioners and Public Works staff believe that the Free General Purpose Lanes Alternative (non toll lane alternative) is the preferred transportation approach to reducing congestion and increasing capacity for C-470. However, we also recognize that federal and state funding for these types of major roadway capacity projects is very limited. Based on an independent economic analysis by consultants retained by Douglas County, there is considerable question whether tolled lanes are financially feasible and a viable solution for the traffic patterns on C-470.

Citizen Survey Telling

The majority of residents living along the C-470 corridor, whether residents of Arapahoe, Douglas or Jefferson Counties, oppose adding toll lanes to C-470 and likewise oppose charging tolls to pay for new roads, according to results of a survey released in May 2006 by the Douglas County Board of County Commissioners. The findings demonstrate opposition to the proposal by the Colorado Department of Transportation (CDOT) that recommends toll roads along the C-470 corridor.
