Child Support Application Payment

There is a $20.00 application fee that must be paid before your child support application will be processed. This fee is non-refundable should you later choose to withdraw your application. The application fee may be paid directly to the Child Support Office by cash, check or money order OR online by credit / debit card online at Douglas County Human Service PayPort Online Service. (Please note a processing fee will be added to any credit or debit card transaction.)

There are different ways you could get money for your family or for children you are raising. 

You have to be:

1. the parent of a child under 19, and you and your children are United States citizens,
2. the parent of a child under 19, and you and your children have been legally in the United States for at least the last 5 years (unless you are in an exempt category),
3. the parent of a child under 19, and only the child is a United States citizen, or
4. a relative of a child under 19 who is a United States citizen or has been legally in the United States for at least the last 5 years (unless the child is in an exempt category).

Some adults will have to work or be in another activity in order to receive the monthly payment.  The amount of the payment is based on how many people are included in the family. Payments could be less for some families.

Adults will have to meet with someone to talk about child support and getting child support payments for the children if one or both of the child’s parents are not living with the child.

Families cannot have more income than a certain amount each month. For example, a family with one adult and two children cannot make more than $778 a month, or two adults and three children cannot make more than $1,161 pre month. Examples of income are money you get from employment (even if you have your own business), child support, unemployment or Social Security. If you are a relative raising a child, your income doesn’t count.  Families cannot have more than $15,000 in resources.  Examples of resources are money in bank accounts, retirement plans or investments, boats, or additional property.  If you are a relative raising a child, your resources don’t count.

To apply, you have to turn in an application. You will have to meet with someone to go over your application.  Every year you will have to apply again to make sure you are still able to receive the monthly payment.

There are three different ways you may be able to get money if you are disabled.  Read all three to find out if any of these are right for you. 

Aid to the Needy Disabled (AND)

You may be able to get money if you are between 18 and 59 and cannot work because of a disability.  You will also have to apply for Supplemental Security Income (SSI) www.socialsecurity.gov from Social Security.  If you get AND and then your SSI is approved, you have to pay back all the AND money you got.  A doctor has to complete a form saying you cannot work and how long your disability will last.  You have to be disabled for at least 6 months.  The amount of money you could get is $200 a month.  The amount changes each year and could be less for some people.

You cannot have more than $200 income a month. Examples of income are money you get from employment, child support, unemployment or Social Security.  You also cannot have more than the maximum resource limit.  Examples of resources are money in your bank accounts, or your retirement plans or investments.  If you are married or common-law married, the income and resources from your husband or wife count too. 

To apply, you have to turn in an application. You will have to meet with someone from the Department to go over your application.  Every 6 or 12 months you will have to apply again to make sure you are still able to receive the monthly payment.

Aid to the Blind (AB)

You may able to get money if you are blind.  You will also have to apply for Supplemental Security Income (SSI) www.socialsecurity.gov from Social Security. If you get money from AB and then your SSI is approved, you have to pay back all the AB money you got.  A doctor has to complete a form saying you are blind. The amount of money you could get is $200 a month.  The amount could be less for some people.

Examples of income are money you get from employment, child support, unemployment or Social Security.  You also cannot have more than the maximum resource limit.  Examples of resources are money in your bank accounts, or your retirement plans or investments.  If you are married or common-law married, the income and resources from your husband or wife count too.

SSI Supplement

You may be able to get money if you are already getting Supplemental Security Income (SSI) www.socialsecurity.gov from Social Security but not the maximum amount of $674. The SSI amount changes every year and the supplement could be less for some people. 

You cannot have more than $674 income a month. Examples of income are money you get from employment, child support, unemployment or Social Security.  You also cannot have more than the maximum resource limit. Examples of resources are money in your bank accounts, or your retirement plans or investments.  If you are married or common-law married, the income and resources from your husband or wife count too. 

To apply, you have to turn in an application. You will have to meet with someone from the Department to go over your application.  Every 6 or 12 months you will have to apply again to make sure you are still able to receive the monthly payment.

You may be able to get money if you are 60 or older.  The amount of money you get depends on your income and resources.  The most you can get is $699.  You cannot have more income than a certain amount each month.  Examples of income are money you get from employment, child support, unemployment or Social Security.  You also cannot have more than the maximum resource limit.  Examples of resources are money in your bank accounts, or your retirement plans or investments.  If you are married or common-law married, the income and resources from your husband or wife count too.  If you get Old Age Pension, you will get Medicaid too. 

To apply, you have to turn in an application. You will have to meet with someone from the Department to go over your application.  Every year you will have to apply again to make sure you are still able to receive the monthly payment.

The State of Colorado may pay your Medicare Part B premium.  You cannot have more income than a certain amount each month. Examples of income are money you get from employment, child support, unemployment or Social Security.  You also cannot have more than the maximum resource limit. Examples of resources are money in your bank accounts, or your retirement plans or investments.  If you are married or common-law married, the income and resources from your husband or wife count too.

To apply, you have to turn in an application. Every year you will have to apply again to make sure you are still able to receive the monthly payment.  If you are legally or common-law married, each person has to apply separately.  Married people still have to list their husband’s/wife’s income and resources on their own application.  If your premium is going to be paid by the State of Colorado, it may take a couple of months before Social Security stops taking the money out of your Social Security check.

You may be able to get money to pay someone that helps you with personal care if you are over 18 and disabled.  Someone will have to meet with you in your home to find out what types of help you need with things like bathing, getting dressed, laundry and eating.  The amount of money you get depends on how much help you need.   In order to get this money, you have to also get money for disabled adults or money for adults over 60.

You will have to meet with someone from the Department to go over your application.  Every year you will have to apply again to make sure you are still able to receive the monthly payment.  If you are legally or common-law married, each person has to apply separately.

The Colorado Department of Health Care Policy & Financing may pay your private health insurance premiums for certain reasons.  You have to qualify for Medicaid, and will have to provide information about the private health insurance to the Colorado Department of Health Care Policy & Financing.

You will get a letter telling you if you are approved for this from the Colorado Department of Health Care Policy & Financing not from our Department.

You may be able to get money to pay for adult foster care.  You have to go to certain facilities for people that do not require 24 hour medical care and/or have a developmental disability.  There are no adult foster care facilities in Douglas County at this time.  

You have to be:

1. a disabled adult 18 through 59 and getting Supplemental Security Income (SSI), or
2. an adult 60 or over and getting Old Age Pension.

Someone will have to meet with you in your home to determine what types of help you need.

Individuals and families may be able to get help with:

• rent or mortgage if you have an eviction notice
• motel costs if you are homeless
• utility bills if you have a shut-off or disconnect notice
• burials if the individual is not on one of the qualified assistance programs
• prescriptions

The individual or family must make less each month than the gross income level (before taxes) for their household size.

To apply, you have to turn in an application. You will have to meet with someone from the Department to go over your application.  When you turn in your application you will also need to turn in the affidavit.  If you need help with rent or utilities, you will have to turn in a copy of your eviction notice or utility shutoff notice. We also need a copy of your photo I.D. and one month's worth of pay stubs.  If we need additional information, you will be told that when you meet with the worker.

You may be able to get help paying your winter home heating costs, but the program will not pay your entire home heating costs.  You may be able to get help if you are a Douglas County resident and have gross (before taxes) monthly income below a certain level.  Payments normally go directly to the utility company, for example Xcel.  However, payments for electric heat, for example IREA, will be paid to you and then you have to pay IREA.  We can only pay your electric bill is 100% of your home heating is electric.  We can also help pay for other heating sources including natural gas, propane or fire wood.

If someone is getting at least one of these programs, their family may be able to get help paying for cremation, funeral and burial costs:

1. Old Age Pension
2. Aid to the Needy Disabled, Aid to the Blind, SSI Supplement
3. Colorado Works
4. Medicaid for children, pregnant women and families with children
5. Medicaid for children with special needs (for example, a child with autism, needing extra medical services, in hospice, or receiving SSI)
6. Medicaid for adults (for example, adult receiving SSI, in the hospital or nursing home, with mental illness or brain injury, over 60 or disabled)
7. Medicare Savings Program

Approval is not automatic if someone is on one of these programs.  Someone will have to apply for the person who died.  If the Department helps pay, the total for everything cannot be more than $2,500.  The funeral home, crematorium or cemetery, for example, cannot charge the family more than $2,500 but just bill the Department for up to $2,500.  The amount the Department pays will depend upon the person’s age, program and resources, to apply you will need to submit an application.   Examples of resources are money in bank accounts, cars, retirement plans or investments.  If the person had any life insurance or burial policies, they are used first to pay for expenses. 

If the Department can help pay for some costs, the funeral home, crematorium or cemetery, for example, have to be in the United States.
