Sedalia Property Owners' Coalition (SPOC)

The process of creating new zone districts in Sedalia is underway and the proposed zone districts and zone district boundary map are currently on referral for public review and comment.

Background:

In 2007, the Board of County Commissioners established the Sedalia Overlay District Ad Hoc Committee (SODAC) to make recommendations on creating new zoning regulations for the Town of Sedalia. After an intensive year-long process of community meetings and input, SODAC presented its recommendations to the Board of County Commissioners in August 2008. The first step in implementing the recommendations was completed in April 2009 with the establishment of the Sedalia Property Owners’ Coalition (SPOC). SPOC has worked closely with Douglas County staff to create the proposed zone districts referenced above.

Currently, many zoning designations in the Sedalia community are not compatible with the existing development pattern and land uses. Most of the lots in the area are presently unable to be developed or redeveloped due to restrictions and requirements of the Douglas County Zoning Resolution. As a result of the SODAC’s work to resolve current land use discrepancies, the four types of new zone districts being proposed include: Community, Downtown, Highway Commercial and Mixed Industrial. The Community district is generally located in the residential areas a block east and west of Manhart Street; the Downtown district includes the mostly commercial area along Manhart Street; the Highway Commercial district includes the commercial area immediately adjacent to Highway 85; and the Mixed Industrial district includes the industrial type uses northwest of the community.

Referral:

The proposed amendments to the Douglas County Zoning Resolution and the Zone District Boundary Map are on referral until September 17, 2010. Links to the documents are below.

Once comments have been received and reviewed, the proposed revisions will be modified as appropriate and a formal recommendation will be prepared for the Planning Commission. The public hearing before the Planning Commission is scheduled for October 11, 2010 at 7:00 p.m. and the public hearing before the Board of County Commissioners is tentatively scheduled for November 16, 2010 at 2:30 p.m. Notice will be provided in the newspaper 14 days prior to the Planning Commission hearing.

Additional Requests:

Staff has received two requests to add properties to this process that were not originally included in the SODAC boundary. The first property is immediately south of the original SODAC boundary line; it is vacant land identified as SPN #2353-230-00-001 and is proposed to be added to the Downtown District. The other request includes two properties located along Highway 67 just south of the commonly defined downtown area; one property is located at 5366 N. State Highway 67 and the other is vacant land located at SPN #2353-230-00-034. These two properties are proposed to be added to the Mixed Industrial District. As part of the referral process, public comment is also solicited on these requests.
