Election Judge Duties

  • Assist & direct voters, verify voter identification, register voters, update voter information in the electronic database, and issue ballots at Voter Service and Polling Centers (VSPC)
  • Monitor drop-off ballot boxes
  • Visit Healthcare Facilities to deliver ballots and assist voters
  • Transport ballot boxes and supplies
  • Process mail ballots
  • Count ballots
  • Work in the Elections Office performing data entry and answering phones
  • Douglas County pays Election Judges for work and for training

Election Judge Requirements

Colorado Revised Statutes §1-6-101(2) establishes qualifications for Election Judges. To be an Election Judge, you must be:

  • A United States citizen
  • A registered elector who resides in the political subdivision unless otherwise excepted
  • Mentally and physically able to perform and complete the assigned tasks
  • Free of any conviction for election fraud, fraud, or any other election offenses
  • Not related to any candidate on the ballot
  • Willing to attend all required training classes
  • Some of the following abilities and tasks may be required:
    • Lift up to 25 pounds
    • Perform tasks in a busy and stressful environment
    • Work a long day on Election Day with few breaks (approximately 14 hours)
    • Understand and read English
    • Sit and/or stand for long periods of time
    • Follow very specific directions and abide by legal requirements completely
    • Have basic knowledge of computers and be able to learn to use the Statewide voter registration system (includes accurately searching, inputting, and retrieving data)

Student Election Judges

Student Election Judges must meet the following qualifications:

  • Be at least 16 years old and a Junior or Senior “in good standing” at a public or private high school at the time of the election at which they plan to work;
  • Have the written consent of a parent or legal guardian;
  • Have the approval of their school’s principal or designated administrator;
  • Be U.S. citizens by the date of the election at which they are scheduled to work;
  • Be willing to serve – knowing that Election Day runs from 6:00 a.m. to 8:00 p.m.;
  • Be physically and mentally able to perform the duties of an Election Judge;
  • Attend a mandatory Election Judge class prior to each election at which they work;
  • Never have been convicted of election fraud, other election offenses or fraud; and
  • Not be related to any candidate on the ballot in the precinct where they are working.

All applicants must have a Social Security number, which is required on the application. Students cannot be paid without a Social Security number.

Computer Skill Levels (skill level needed will be indicated next to job positions below)

1 – Minimal

2 – Basic – email, internet searches, etc.

3 – Experienced – email, internet searches, data entry, work experience with computers, etc.

    Note: The major political parties supply a list of election judges to the County Clerk following Caucus. Minor parties may also submit a certified list of individuals to the Clerk, and unaffiliated electors may submit a written application.     Poll Manager/Assistant Poll Manager Computer Skill Level 3
    • Oversees all aspects of the VSPC set-up, processes, and takedown
    • ⋅Issues Provisional Ballots
    • ⋅Assists with Election Watchers and any other VSPC guests
    • ⋅Oversees the use of ADA touch screen voting machines
    • ⋅Fills in for other positions during breaks and lunches

    Computer Judge Computer Skill Level 3
    • ⋅Assists voters with voter registration, updating existing registration, giving vote credit, and replacing a voter’s mail ballot
    • ⋅Strong computer skills, accurate data entry, and attention to detail
    • ⋅Responsible for ballot inventory and daily balancing

    Voter Aide No Computer Skill Required
    • ⋅Must be pleasant, personable, and professional
    • ⋅Must quickly assess the voter’s needs
    • ⋅Provides appropriate forms and guides voters to next steps in the voting process
    • ⋅Oversees voters depositing Mail Ballots, In-Person, and Provisional Ballots
    • ⋅Distributes “I Voted” stickers
  • Warehouse Operations (Castle Rock, CO)

    Must be able to work non-conventional hours and weekends.
    Intake Computer Skill Level 1
    • ⋅Examine and sort incoming ballots prior to processing
    • ⋅Verify chain of custody on ballot transfer documentation
    • ⋅Requires attention to detail
    • ⋅Must be comfortable working in climate-controlled warehouse
    • ⋅Ability to lift 50 lbs and push 100 lbs

    Round Up Must have valid CO Driver License Computer Skill Level 1
    • ⋅Smart phone comprehension required
    • ⋅Works in a bipartisan team of two
    • ⋅Drives around the county collecting ballots from outdoor, 24-hour drop boxes
    • ⋅Properly documents ballot transfers and maintains chain of custody
    • ⋅Requires attention to detail
    • ⋅Ability to lift 50 lbs and push 100 lbs
  • Mail Ballot Process (Castle Rock, CO)

    Agilis Assistant Computer Skill Level 1
    • ⋅Ability to spend a long time on feet
    • ⋅Ability to lift 15 lbs in a continuous process
    • ⋅Run ballot envelopes through mail sorter
    • ⋅Reconcile reports with ballot batches
    • ⋅Process undeliverable ballots on the computer

    Ballot Removal No Computer Skill Required
    • ⋅Physical separation of mail ballot packets
    • ⋅Ability to focus with attention to detail in a noisy environment
    • ⋅Able to sit for long periods of time
    • ⋅Basic math and organizational skills

    Duplication Computer Skill Level 1
    • ⋅Duplicate UOCAVA email ballots

    Signature Verification Computer Skill Level 2

    Ballot Accountant Computer Skill Level 2
    • ⋅Maintains inventory of ballots in counting room for archival process
    • ⋅Uses computer program to manage workload of ballot scanners
    • ⋅Requires great attention to detail and accurate data entry
    • ⋅Ability to lift 25 lbs

    Ballot Scanner Computer Skill Level 1
    • ⋅Scans ballots for tabulation and completes applicable paperwork
    • ⋅Packages ballots and envelopes
    • ⋅Ability to work independently
    • ⋅Requires attention to detail and organizational skills
    • ⋅Requires sitting or standing for long periods of time

    Counting Room Boxer No Computer Skill Required
    • ⋅Collect, seal, and stores boxes of envelopes and ballots

    • ⋅Requires standing and walking for long periods of time

    Ballot Resolution Computer Skill Level 3
    • ⋅Responsible for resolving voter intent after ballots have been scanned
    • ⋅Must have advanced computer skills, specifically using Google Chrome

    • ⋅Requires operation of a computer for long periods of time
  • Healthcare Facility (HCF) (Various locations, CO)

    Healthcare Facility (HCF) Judge County vehicle provided No Computer Skill Required

    • ⋅Deliver ballots to healthcare facility residents as scheduled
