Why is a June 24, 2025, Special Election being held?

The Board of Douglas County Commissioners has called for a Special Election on June 24, 2025:

  1. To ask voters whether to form a Home Rule Charter Commission
  2. To select 21 Home Rule Charter Commission Members
    • Voters will elect six Commission Members from each of Douglas County’s three Commissioner Districts and three At-Large Members

What process did candidates follow to appear on the ballot to run for Douglas County Home Rule Charter Commission Member?

Candidates interested in appearing on the June 24, 2025, Special Election ballot to become a Douglas County Home Rule Charter Commission Member completed the official Candidate Nomination Petition process. The deadline for completed petitions to be returned to the Douglas County Elections office was 5 p.m. on April 24, 2025. Douglas County Elections verified the validity of each petition by confirming it included at least 25 signatures from eligible Douglas County electors and for candidates running by district, that the electors reside in that district.

Voters will elect six Commission Members from each of Douglas County’s three Commissioner Districts and three At-Large Members.

How can I vote in the Special Election?

To register to vote or update your voter registration visit GoVoteColorado.gov.

Ballots will be mailed to all Douglas County eligible electors beginning on June 2, 2025. The county’s 21 ballot drop box locations also open on this day.

Three Voter Service and Polling Centers (VSPC) open beginning June 16 to provide in-person voter services including voter registration for eligible electors through Election Day.

If I vote no on the Special Election ballot on whether to form a Home Rule Charter Commission, can I still vote for Charter Commission Members?

Yes. The June Special Election ballot will ask voters whether to form a Home Rule Charter Commission and to select Home Rule Charter Commission Members from both your County Commissioner District and At-Large. Voters can, but are not required to, vote for every contest on the ballot. The contests you do vote in will be counted. Voters will receive the ballot style containing only those districts and contests specific to your residential address on which you are eligible to vote.

EXAMPLES:

A Douglas County voter who lives in Commissioner District 1 will receive a ballot featuring three questions:

  • Whether to form a Home Rule Charter Commission
  • The contest for six Commission Members in District 1
  • The contest for three At-Large Commission Members

A Douglas County voter who lives in Commissioner District 2 will receive a ballot featuring three questions:

  • Whether to form a Home Rule Charter Commission
  • The contest for six Commission Members in District 2
  • The contest for three At-Large Commission Members

A Douglas County voter who lives in Commissioner District 3 will receive a ballot featuring three questions:

  • Whether to form a Home Rule Charter Commission
  • The contest for six Commission Members in District 3
  • The contest for three At-Large Commission Members

Is this a partisan or nonpartisan election? Do campaign finance laws apply?

The Special Election is for non-partisan Douglas County Home Rule Charter Commission Member seats. Serving on the Commission is not an elected office and the Colorado Secretary of State’s office has advised Douglas County that campaign finance reporting does not apply to Commission candidates.

Is there a limit to the number of candidates who can appear on the ballot? How is the order of candidates who appear on the ballot determined?

All eligible candidates who successfully completed the Candidate Nomination Petition process appear on the ballot. Ballot order is determined by lot drawing.

What is the projected cost to hold the Special Election?

The estimated cost to hold the Special Election is $500,000.

The Special Election is being conducted by the Douglas County Elections office (a division of the Office of Clerk and Recorder) following the same detailed laws and rules that govern the conduct of each election in Colorado. When will elected Home Rule Charter Commission Members take office, and what is the timeline for their duties?

If voters approve the formation of a Home Rule Charter Commission, the Board of Douglas County Commissioners will set a date within 30 days for the elected Commission Members to hold their first meeting. The Commission will have 240 days from its first meeting to create a charter to submit for placement on a future election ballot.
