Section 1: Introduction (updated July 2019)
This section introduces the 7 types of GESC and/or DESC Permits and discusses the reasons and legislative mandate for the GESC/DESC Permit Program. The section summarizes the 20 Permit Steps involved in Temporary Batch Plant and Standard GESC Permits and describes the authorization of the GESC Manual. Sections 2 through 6 cover the entire 20-step process for these two types of GESC Permits. The remaining types of GESC/DESC Permits are discussed throughout the GESC Manual and in particular in Sections 7 through 9 -
Section 2: Getting Started (updated May 2013)
This section provides information for the Permittee(s) on the first 3 steps in the 20-step GESC Permit Process. It clarifies that a Professional Engineer shall prepare a GESC Plan, describes four types of GESC Plans, and identifies related plans and permits that must be addressed. -
Section 3: Preparing a GESC Plan (updated July 2019)
This section provides guidance for the Design Engineer on Step 4, Preparing a GESC Plan following the 10 elements of an effective GESC Plan, Design and sizing criteria for BMPS, GESC Drawing requirements, and GESC Report requirements. The section includes detailed step-by-step instructions for preparing the drawings, report, and other documents that make up the GESC Plan. -
Section 4: GESC Plan Acceptance and GESC Permit Application (updated May 2013)
This section describes the process of applying for a GESC Permit (Steps 5 through 7), from the review and approval of the GESC Plan documents to filling out the permit application, paying the permit fee and posting fiscal security. - Section 5: Field Section (updated January 2017)
This section provides information for field personnel on Steps 8 through 14, covering the construction of the project, including designation of the GESC Manager, installation of Initial BMPs, the mandatory Pre-construction Meeting, picking up the completed GESC Permit, the construction inspection process, and violations and enforcement. -
Section 6: Project Acceptance and Close-out (updated May 2013)
This section describes the last 6 steps in the process, including the Initial Close-out Inspection, requirements for vegetation establishment, final inspections, removal of BMPs when the Permittee(s) leave the site, and the release of fiscal security. -
Section 7: Low Impact Permit (updated December 2018)
This section addresses a streamlined, 10 step process for the Low Impact GESC Permit. -
Section 8: Drainage, Erosion and Sediment Control (DESC) Requirements (updated July 2019)
This section provides information for the Permittee(s) related to the Douglas County Drainage, Erosion and Sediment Control (DESC) Program including preparing and DESC Plan and information for field personnel. -
Section 9: Small Utility GESC Permit (updated July 2019)
This section provides information for the permittee(s) related to the Small Utility Grading, Erosion and Sediment Control (GESC) Annual Small Utility GESC Permit including when a small utility GESC Plan is required, preparing a Small Utility GESC Plan and information for field personnel. -
