Project Update

Because so much has changed along SH 83 since the IGA was originally adopted in 2006, the stakeholders have agreed to refresh the Access Control Plan (ACP) for the SH 83 portion only to reflect updated conditions to position our agencies to react to new access requests and modifications. The final proposed changes to the SH 83 portion of the ACP are being reviewed by agency staff, and public engagement is tentatively planned for mid to late July to communicate changes to the plan. After gathering public feedback and making any necessary changes to the ACP, the document will be ready for adoption via Intergovernmental Agreement (IGA) by the project stakeholders. The IGA is anticipated to be put on a regular business meeting agenda of the Douglas County Board of County Commissioners in August or September for final approval.

Description

Douglas County is working with CDOT to analyze the SH 83 Corridor from Bayou Gulch Road to the El Paso County Line and recommend safety and operational improvements for implementation. Multiple stakeholders have contributed construction funding totaling about $12 million to implement the project recommendations. An Access Control Plan (ACP) was created for SH 83 and SH 86 in 2006 to control future access for developing and redeveloping properties along these state highways to guide access decisions ensuring safe and efficient operation of the State Highway System and minor road intersections, including private access points. The limits on SH 83 are from the Douglas County/Arapahoe County border south to N Russellville Road and the limits on SH 86 are from I-25 east to the just past the Town of Kiowa in Elbert County.
