Today’s approval by the Board of Douglas County Commissioners of a consulting services contract will assist Douglas, Arapahoe, Lincoln, and Elbert Counties, as well as the 18th Judicial District, with the division of the Eighteenth Judicial District into two separate judicial districts, as provided in Colorado House Bill 20-1026.
Upon full implementation of HB20-1026 on January 1, 2025, the 18th Judicial District will be comprised of Arapahoe County, and the newly formed 23rd Judicial District will be comprised of Douglas, Elbert, and Lincoln Counties.
Douglas and Arapahoe County, along with Lincoln, Elbert, and the 18th Judicial District, will work in partnership to support this process over the next few years. This consulting contract will manage the transition for all parties and will include:
- Completion of fiscal impact analyses for each jurisdiction;
- Development of organizational structure recommendations for the future single-county Office of the District Attorney for the 18th Judicial District in Arapahoe County, and the future organizational structure of the District Attorney’s Office for the newly formed 23rd Judicial District within Douglas, Elbert, and Lincoln Counties;
- Development of transition plans addressing human resources, information technology, facilities, and equipment; and
- Development of communication and project management plans.
The cost of this contract, $193,600, will be shared equally by Douglas and Arapahoe Counties.
