Construction begins on new water treatment facility in Douglas County with ARPA funding

A new wastewater treatment facility currently under construction in Douglas County will provide much-needed long-term solutions to water quality and infrastructure concerns in northwest Douglas County, while stimulating economic growth along the U.S. 85 corridor.

On Thursday, Aug. 28, Congresswoman Lauren Boebert, the Board of Douglas County Commissioners, and project partners gathered to celebrate the start of construction on the new Chatfield Basin Water Reclamation Facility, a major step forward in modernizing critical infrastructure in the area.

In 2022, after a significant stakeholder engagement and solicitation process, the Board decided to use American Rescue Plan Act (ARPA) funds to improve water and wastewater infrastructure along the Highway 85 corridor from Louviers to Castle Rock, a long-underserved section of northwest Douglas County.

The reclamation facility is one part of the new regional system that will modernize and provide an opportunity for existing communities to connect and replace an aging lagoon system with a modern, centralized wastewater system available to landowners currently reliant on septic systems, improving public health for residents and stimulating future economic growth. The overall system improvement will serve Sterling Ranch, Roxborough, Louviers and Titan Industrial Park while also creating new recreation opportunities with the construction of new trails.

Douglas County is partnering with PCL Construction, Dominion Water & Sanitation District, and Stantec to bring this collaborative project to residents. Completion of the facility is projected for the end of 2027, and the total investment by Douglas County is $20,482,400. The remaining cost of the project, approximately $15 million, will be funded by Dominion Water & Sanitation District.

Without this investment from Douglas County, a critical project like this would not be possible. The fiscal burden would otherwise have been placed on the property owners in small districts, making the facility cost-prohibitive.

“This is exactly the type of project we are excited to fund through ARPA dollars,” said Commissioner Kevin Van Winkle. “This wastewater treatment facility will improve the lives of residents and provide opportunities for future collaboration on environmental projects, trail systems, and more.”

“When Douglas County received funds through ARPA, we knew the US 85 corridor was in critical need of water infrastructure updates,” said Commissioner George Teal. “The Board is proud to play a part in making this facility a reality for our community through the use of these funds.”

“We are thrilled to make this investment in water and wastewater infrastructure,” said Douglas County Commissioner Abe Laydon. “All Douglas County citizens deserve the peace of mind in knowing their water systems are safe and secure.”

About Douglas County’s ARPA Funding
In 2022, during the COVID-19 pandemic, the federal government passed the American Rescue Plan Act, which allocated funding to local government entities based on population.

In all, the County received $68.2 million in funding from the federal government that will be invested in legacy projects countywide in areas such as wildfire prevention and response, mental and behavioral health, economic foundations, homelessness and helping members of our community with intellectual and developmental disabilities.

Overall, the County will invest more than $35 million of its ARPA funding in water and wastewater projects, including recently approved projects with Louviers and Sedalia.
