Douglas County has officially taken the next step toward development of the Zebulon Regional Sports Complex in northwest Douglas County.
On Monday, Feb. 2, the Douglas County Planning Commission voted to approve a Location & Extent request for site-wide grading and essential infrastructure that will support future development of both Zebulon and the Emergency Vehicle Operations Center (EVOC) in northwest Douglas County.
This request approved site-wide grading and essential infrastructure, including drainage, water and sewer lines, utilities, and roadway improvements near Moore and Waterton Roads, where construction for both facilities is planned.
As planning continues, additional Location and Extent applications will be submitted for future EVOC facilities and Zebulon facilities and improvements as the design team and partners refine uses and site development.
What is Location & Extent?
A Location and Extent review is a required public process outlined in Colorado Revised Statutes §30-28-110. It ensures that proposed public facilities—such as roads, parks, utilities, and public buildings—are reviewed by the Planning Commission before construction is authorized.
This process ensures that public facilities are appropriately located, coordinated, and consistent with long-term planning.

History of the land
In April 2014, Douglas County purchased 295 acres from Dupont for $2.3 million. Since then, a series of decisions by the Board of County Commissioners has positioned this land to support fire safety, emergency response training, recreation, sports tourism, and economic activity in northwest Douglas County.
Portions of the land were set aside for the Southern Connector roadway and for the Douglas County Sheriff’s Office Emergency Vehicle Operations Center, which provides critical training for first responders.
The 46-acre site proposed for the Zebulon Regional Sports Complex was part of a former DuPont/Chemours facility that closed in 1989 and was remediated for reuse. A land exchange with Sterling Ranch Development Corporation in 2025 made the Zebulon site possible.
About Zebulon
Following community input, Douglas County is embarking on a journey to provide much-needed space for youth sports. The new regional complex is envisioned to be a hub for youth and adult activities, including ice rinks, basketball/volleyball courts, a sports dome, and outdoor fields for soccer, baseball and softball. The complex will be open to all Douglas County residents and is intended to draw national competitions for youth sports.
On Aug. 15, Douglas County started a competitive, public process to partner with private companies to design, build, finance, operate, program, and maintain the various elements of the vision.
In January 2026, the Board unanimously directed staff to begin negotiations with KT Development on a comprehensive agreement for the design, construction, and long-term operation of the Zebulon Regional Sports Complex. Any final contracts will be considered at a future Business Meeting with opportunities for public comment.
