By order of Sheriff Darren Weekly, Stage 1 Fire Restrictions are in place for unincorporated areas of Douglas County. Ordinance No. O-012-004 restricts open fires, open burning and the use of fireworks in the unincorporated areas of Douglas County.
The Douglas County Opioid Council leads the local effort to invest opioid settlement funds in programs that prevent addiction, support treatment and recovery, and promote long-term wellness in our community. Douglas County and its municipalities make up Region 12 under Colorado’s statewide opioid settlement framework.
BackgroundIn 2021, Colorado joined a national settlement with opioid manufacturers and distributors for their role in fueling the opioid epidemic. A statewide Memorandum of Understanding (MOU) established how the funds would be distributed:
Douglas County, along with its municipalities, formed Region 12 and created a regional council to oversee funding priorities and develop a two-year strategic plan for addressing opioid-related challenges. In 2023, the Council developed a two-year strategic plan.

In addition to these priorities, the Opioid Council coordinates public education and stigma reduction campaigns that raise awareness about addiction, promote recovery resources and engage youth, parents and schools.

All requests must be approved by Council during a monthly meeting. Please consider the deadline of your proposal when reaching out. We typically require about a months’ notice to ensure your request makes it on the next agenda.
The Douglas County Opioid Council Emergency Fund is designed to support organizations experiencing financial hardship, such as budget shortfalls, delays in funding, or increased demand for services.
To qualify, organizations must demonstrate that their primary mission, or a significant part of their work, focuses on preventing and treating opioid and substance use disorder within Douglas County. A total of $400,000 in grant funding is available, with individual grant awards ranging from $20,000 to $100,000. Applications will be reviewed on a rolling basis.

Douglas County Government, on behalf of the Douglas County Opioid Council (DCOC) and the Douglas County Department of Human Services Mental Health Division, is soliciting responses from qualified providers to establish and operate crisis stabilization services for children, youth, and families in Douglas County, Colorado.
The County seeks a provider capable of delivering walk-in and/or bed-based crisis stabilization, and other appropriate short-term behavioral health interventions, supported through one-time federal grant funding from the Substance Abuse and Mental Health Services Administration (SAMHSA), as well as local opioid settlement dollars.
This RFP is intended to expand access to crisis stabilization services, reduce unnecessary utilization of the broader crisis system, and strengthen the community’s capacity to provide timely, youth-centered, family-informed care during behavioral health crises.

Since August 2024, the Board of County Commissioners has awarded more than $1 million in grant funding to organizations in Region 12.
The Infrastructure Share represents 10% of all opioid settlement funds received by Colorado. These resources, managed by the Colorado Opioid Abatement Council (COAC), are being strategically invested in infrastructure-related projects across Colorado to combat the opioid crisis and supplement other settlement funds received by Colorado communities.
