The Citizen Survey was conducted by a third-party research firm, Hill Research Associates, from April 21 through May 2, 2025. Dr. David Hill, Ph.D., has been conducting Douglas County’s survey since 2006.
For the third time since conducting the survey, Dr. Hill noted that partisanship was “pervasive and a driving force behind opinions with sharp breaks in many results along party lines.”
“This is particularly evident on questions regarding the ‘direction of Douglas County;’ ‘Douglas County has good government;’ and ‘Douglas County listens to the people’s voice’ question,” Hill said, attributing this pattern to increased partisan rifts stemming from the divisive national politics.

“Douglas County continues to lead as the healthiest, wealthiest, and safest county in Colorado—thanks to the values of responsible leadership and community-driven priorities,” said Commissioner Abe Laydon. “The survey is one of many ways we remain engaged and transparent with our residents throughout the year. As more families choose Douglas County for the quality of life we’ve worked hard to protect, we’ll continue to ensure that the policies shaping our future reflect the reasons they came here in the first place.”
