In observance of the Presidents Day holiday, all Douglas County Government offices will be closed and the Link On Demand rideshare service will be unavailable on Monday, Feb. 16, 2026. Link On Demand and County offices will reopen on Tuesday, Feb. 17, for normal business. Many County services are available 24/7 by visiting online services.
Due to a statewide DMV upgrade, online driver license services are unavailable, and motor vehicle and MVExpress kiosk services will be unavailable beginning the evening of Friday, Feb. 13, until the system re-launches on Tuesday, Feb. 17. Douglas County Motor Vehicle offices will be closed on Tuesday, Feb. 17, from 8 a.m. to 1 p.m. for system testing.
The Department of Community Development (DCD) has a pivotal role in managing and protecting the County’s resources, environment, and quality of life. The Department assists the Board of County Commissioners with recommendations to ensure that the County grows in a manner that is fiscally sound and economically beneficial to the County and its taxpayers and businesses. Meeting both responsibilities in a growing environment presents considerable challenges and opportunities.
Community Development consists of Planning Services, Zoning, Historic Preservation, Water, Economic Development, and various regional planning activities. DCD also manages Liquor Licensing and Massage Facilities Licensing.
DCD is also responsible for the Comprehensive Master Plan, and the Planning Commission and provides all Project Records Online.
