2023 Spring Canyon Local Improvement District (LID)

Project Update

  • The ballot initiative to approve debt related to the 2023 Spring Canyon Local Improvement District (LID) was approved by the voters in the LID on November 5, 2024, with a debt cap of $19,580,000.
  • In response to an RFP issued in January, the County received a response from one financial institution expressing their interest and terms in providing a loan for the proposed project. This proposal has been accepted, and the project will move forward now that a conditional commitment for financing has been obtained. The loan conditions and terms will be finalized after construction bids are opened in 2026.
  • The preliminary design contract was approved at the May 27, 2025, Board of County Commissioners Business meeting.
  • Work is nearing completion on the preliminary design and final design is expected to be completed in spring of 2026. The lift station approval process with the Colorado Department of Public Health & Environment (CDPHE) is underway.
  • Construction bidding is scheduled for mid-2026, pending State of Colorado approval permits.
  • Construction is expected to begin in 2026 and be completed in 2027.
  • Based on this timeline, the first assessment of property owners will be due in 2028.

Description

The 2023 Spring Canyon LID consists of 74 lots in Perry Park. See the PPWSD Potential LIDs For Currently Unbuildable Parcels map and search for Group 2 for the specific location. This LID was created in August of 2024. Proposed improvements include roadways, storm sewer, sanitary sewer, water, and gas and electric mains.
