Substantial Amendments Completed for the 2014 and 2015 Annual Action Plans

The County completed the Substantial Amendment process for the 2014 and 2015 Annual Action Plans. These Substantial Amendments were necessary to spend down program funds remaining from previous allocations.  Funds were shifted to an open infrastructure project from unused administrative funds and housing activities.

2015 Consolidated Annual Performance Evaluation Report for the 2017 Program Year Approved by HUD

The Consolidated Annual Performance Evaluation Report (CAPER) informs Douglas County residents and the U.S. Department of Housing and Urban Development (HUD) about the accomplishments achieved during the Community Development Block Grant (CDBG) program year.  The CAPER is revised annually to reflect the active projects and CDBG funds spent from August 1, 2017, through July 31, 2018. These reports will continue until all CDBG funds are spent and the grant can be closed out. The CAPER describes how projects and programs available in the county assisted low- and moderate-income residents. During the 2015 program year, Douglas County received an allocation of $889,370 in CDBG funding. In addition to the allocation, $130,638 was reprogrammed from previous program years. To date, 80 percent of the total amount has been spent.

2017 Program Year Community Assessment

Each year, the U.S. Department of Housing and Urban Development (HUD) conducts an annual review of Douglas County’s performance related to the CDBG program. The assessment is conducted to ensure that Douglas County is in compliance with federal regulations and if the County has the capacity to implement and administer the programs receiving funding.
