Health Insurance Buy-In (HIBI)

The Health Insurance Buy-in (HIBI) program is a premium assistance program for Health First Colorado, Colorado’s Medicaid program, clients who have access to commercial health insurance. Commercial health insurance includes self-funded insurance, employer-sponsored insurance, or COBRA.

How do I apply?

There are three ways to apply for HIBI benefits.

This is not a physical address – please do not deliver applications in person

To process your application, you will need to send in the following information before you can officially be determined HIBI eligible and receive payments:

  • A copy of the front and back of your insurance card
  • Summary of benefits for your policy plan or desired policy plan
  • Your health insurance rate sheet
  • A recent paystub or other verification to show proof of your premium payment

Your employer must provide you group health coverage if you are eligible for HIBI, regardless of whether or not their open enrollment period has passed.  Contact us for assistance.

Who qualifies for HIBI?

The Colorado HIBI program is for qualified Health First Colorado, Colorado’s Medicaid Program, members who have access to commercial health insurance.  Commercial health insurance includes self-funded insurance, employer-sponsored insurance, or COBRA.

More about qualifying:

  • The commercial health insurance policy must cover the Health First Colorado member(s) listed on your application.
  • Along with your application, you must provide an official insurance premium rate sheet that includes information about your current policy or the policy you will enroll in once you are found eligible. Ask your insurance company or employer for this information.

Continuing your eligibility:

The Colorado HIBI program will verify that your insurance is active on a regular basis. You will also be asked to provide proof of your insurance premium payments quarterly.

What are the benefits of HIBI?

HIBI participants receive:

1.   Payments for the monthly cost of all or a portion of your commercial health insurance premium.

Checks are made out or deposited via ACH to the commercial health insurance clients or designated payee on file.

2.    Reimbursements for deductibles, coinsurance, and co-pays.

When the HIBI member receives health care services from a non-participating Health First Colorado provider, HIBI may cover the cost of copays, coinsurance, and deductibles when documentation demonstrates your insurance company has processed the claim as a paid claim; it is a Health First Colorado covered service; and is cost-effective for HIBI to do so.

3.    Continued Health First Colorado benefits. 

HIBI participation does not affect your eligibility for Health First Colorado.

If you are found eligible for HIBI, your added health insurance coverage offers:

  • Specific services not covered by Health First Colorado.
  • Specialists from a wider network of doctors.
  • Possible payment of health insurance premiums for a non-Health First Colorado policyholder.

The portion of the premium covering plan members who are not Health First Colorado-eligible may be paid by the HIBI program, if paying the full premium amount is necessary to obtain coverage for the Health First Colorado-eligible client(s).  The program will not cover the deductibles, coinsurance and copays of a non-Health First Colorado policyholder.  Learn more.
