Description

Douglas County is improving road quality and safety at University/Lincoln and Quebec in Highlands Ranch. A project to rebuild and reconfigure the full intersection includes a new traffic signal system, raised pedestrian safety islands, an additional eastbound and westbound lane on Lincoln Avenue and University Boulevard, and a new right-turn-only lane from southbound Quebec Street to westbound University Boulevard.

Construction on this $13 million project is expected to be completed in early fall 2024.

Watch for new traffic patterns throughout the intersection. Please continue to expect delays, especially along southbound Quebec Street and westbound Lincoln/University, which are down to one through lane 24/7.

This week, crews will be completing concrete demolition, paving preparation and paving operations on University/Lincoln and Quebec.

Business Access

Reminder – businesses are OPEN during construction! To visit and shop at these businesses, northbound traffic should use Quebec Street and southbound traffic should use Timberline Road for access. Watch for detour signage in the area to help you navigate business access in this changing construction zone.

Important Update on Schedule – Beginning Thursday, April 4

Construction is now expected to be finished in early August – approximately 46 days ahead of schedule.

Construction to improve road quality and safety at the intersection began last year. The original construction schedule was designed to reduce travel time delays by scheduling the heaviest impacts between 8:30 a.m. and 3:30 p.m. The original completion timeframe was fall 2024.

For the contractor to finish early, crews need more time on the road. Starting this week, all directions at the intersection will be reduced to one through lane 24/7, although construction working hours will still be 7 a.m. to 7 p.m. As construction progresses, additional lanes will open. The time saved installing and removing traffic control daily and longer work hours results in the schedule gain.

Safety Update for Westbound Lincoln traffic

If traveling westbound on Lincoln Avenue, pay extra attention and watch for brake lights in the left lane. Some drivers may need to stop to turn left onto Dutch Creek Street. Please be mindful of crews, follow posted speed limits, and do not drive distracted.

As construction continues, drivers should consider an alternative route to bypass construction. Possible alternative routes include Wildcat Reserve Parkway, McArthur Ranch Road, I-25 and C-470. If you choose an alternative route, please abide by the posted speed limits and give yourself plenty of time to get to your destination.

For those traveling south, the City of Castle Pines will close Monarch Boulevard near Castle Pines Parkway starting March 17. This closure will last through September. Get details on the City of Castle Pines webpage

Dutch Creek Access Closed

Residential roads are built for local traffic weight limits and volumes. Regional roads are built for higher weight limits and traffic volumes. When traffic from main roads overflows into neighborhood roads, it can cause safety concerns for the residents trying to access their homes or main roads.

To alleviate traffic on local roads, all inbound traffic from Quebec Street onto Dutch Creek Street closed on March 11. For access to Dutch Creek Street, use eastbound Lincoln Avenue. It is anticipated that Dutch Creek Street will re-open sometime in May 2024.

Emergency access will be maintained during construction on Quebec Street, Lincoln Avenue and University Boulevard. All non-residential traffic accessing through the intersection should stay on University/Lincoln & Quebec or find an alternate route during construction. Lane closures are expected to last through early fall 2024.
