The Douglas County Building Division provides professional building inspection and permitting services to all unincorporated areas of Douglas County to ensure compliance with Building Codes as amended and adopted by the Board of County Commissioners.

New eSubmittal Permit for Basic Residential Roofing
This new online application allows contractors and homeowners to obtain “basic” residential roofing permit(s) in a single transaction using a credit card or e-check.
Requirements to use the eSubmittal Permit Application:
- Residential roofing permit applications only
- Residential property in unincorporated Douglas County
- Existing roof type is composition/asphalt or masonite product
- Replacement roof type must be composition/asphalt

The Douglas County Board of County Commissioners has determined that waiving the collection of contractor licensing fees is in the best interest of both the business sector and the citizens of unincorporated Douglas County. Therefore, effective July 1, 2013 the licensing fees for Contractors of all types and classes, as set forth in Sections 116.3 and R116.3 of Resolution No. R-009-061, are hereby waived and shall not be collected by the Chief Building Official until further resolution of the Board of County Commissioners.
The Douglas County Board of Appeals (Building) members are appointed by the Douglas County Board of County Commissioners to hear and decide appeals of orders, decisions, or determinations made by the building official about the application and interpretation of the building code. Members shall be qualified by experience and training to pass upon matters pertaining to building construction and shall not be employees of Douglas County.
