Homelessness (ARPA Funding)

The American Rescue Plan Act (ARPA) allows a variety of expenditures to support unhoused persons.

Allowable Investments Include:

  • Emergency programs or services for homeless individuals, including temporary residences for people experiencing homelessness

 

Authorized Expenditures

Homeless Initiative

Douglas County is evaluating the use of ARPA funds for pilot programs of the Douglas County Homelessness Initiative. Programs under consideration for the use of ARPA funding are detailed on the County’s Homelessness Initiative web page

Homeless Engagement, Assistance & Resource Team (HEART)

The Homeless Engagement, Assistance & Resource Team (HEART) Pilot Program consisting of three Navigators to assist law enforcement, respond to community calls regarding homelessness, and provide support to homeless individuals contacted.

Reintegration Deputy Pilot Program

Reintegration Deputy Pilot Program where a Deputy is responsible for case management and transportation needs for homeless individuals upon their release from the County jail.

Aurora Regional Navigation Campus

Intergovernmental Agreement with the City of Aurora to help fund the Aurora Regional Navigation Campus to support those experiencing homelessness or housing instability. The County agreed to contribute $1.125 million.
